Even though they were Duke Emilio's words, we should assume that "Everything we do is for the resurrection of Mage King Icarus Enlil and for him to ascend as the king of humans" (chapter 136) is true of king Rudger as well. Whoever the Mage King was, and whatever "king of humans" entails, those words convey the conviction of a religious fanatic. Rudger believes that the resurrected Mage King will be the solution to any and all of his political problems.
