It was mentioned before that he can't summon things that don't exist within the world. So he can't just summon nukes or machine guns from his old world nor can he conjure a creature with the power to heal if said creature doesn't already exist

And since he can't summon an elixir anymore, we can safely assume he can't summon the red potion either. The author did him pretty dirty. He's basically only good for battles anymore.

Okay, this just reminded me. The woman that Oz is talking to is his fiancé right? The sister of Katia, also a Mayan. She refers to herself as one of the singularities here, is that true? I know she’s a double agent but I totally forgot about this ending of the chapter.

Unless, this is an entirely different woman, but her keeping her eyes closed seems consistent with previous portrayals of her.

He can't summon things that never existed. But he can summon things that don't exist - any longer. (Like that old granny's younger body)
So if he really wanted some elixirs, he could summon himself as a kid (when he had the ability to summon elixirs), and some magic paper. Or summon paper that is in the process of summoning elixirs.

The author is doing him dirty not by removing his ability to summong the elixirs. He is doing him dirty by forcefully bending the plot where it is desired by not letting mc even try to figure out a workaround.
