You're actually right on the money. When you read Chapter 113, the other princess tells him of this. Nobility is required to marry a royalty, and this was hatched by the queen in order for him to be loyal to the kingdom. Since he is labeled as a disaster, the only way to make sure he is loyal is to become it's ruler.

I don't get it, why doesn't he just reject the claim that he should become the hero's consort? And the offer of a noble title and territory? Just frankly tell them that you will inherit your fathers shop and become a magic store's owner once it is time, but until then you might be open to doing some youthful escapades like saving the kingdom. Depending on the reward, particularly protection from tyranny of higher classes (for both himself and those he considers close), but also money doesn't hurt.

If she deems that as rebellion and tries to punish him then she isn't worth helping in the first place, and she makes him into the calamity she was trying to label him as.
