Good chapter, but this is just ideal result rather than factual like the beat on early chapters.
In fact, if the project failed, the 1 taking the blame will be the town mayor since he was the 1 picking up who will be responsible for the project. No matter what he said, dude is just consultant and if the project failed, no matter the reason, he still can walk away (on the cost of his career).
