I don't get it. Why is it considered sage won, when dragon girl is still having 1 dragon left and sage collapsed out-of-commission? Is this not clearly dragon girl's win?

Having all four elemental dragons defeated in one blow was demoralizing enough that she admitted defeat.
Also, Elria probably could deal with the final dragon too, if she wanted to.

She re-cast the spell for summoning the four dragons, due to bug (or perhaps intentional trap) in the spell. But that incapacitated the summoner herself, interrupting the duel and requiring immediate medical assistance.
