Looks like it, but it's not like they can act on it because the ones that would suffer first is obviously the commoners and not this snot nosed noble.

One of the guilty pleasures of isekai: to see annoying braggarts eat crow. That's why I always pick up every new isekai back then, and then dropping them after the obligatory bar fight at the adventurer's guild / inn. Too bad we don't see much of this cliché anymore.
