This confused me at first but I think I get it now. He controls all things Nature which is all Living things outside of Humans but Steer can control Humans and Other living things just not Nature itself. Makes sense why it would want his body but I don't think his Body is the reason, I think its his consciousness that the power is linked to since he had the same consciousness before with different bodies.
