I can't deny the eating garbage part, but she's actually a raccoon dog, not a raccoon. It's an unfortunate name in English because they aren't closely related species. The raccoon dog merely looks a bit like the raccoon, so the English speakers gave the species a misleading name. Neither species exists in Europe originally, so Europeans would have only encountered them out there. Raccoon dog is an invasive species in Europe nowadays, due to fur trade.
