the colonel looks like souther but it wouldnt make much sense for them to be related cause his fist is obviously not nanto, it seems like a hokuto (maybe even Seito Gekken) heresy of some sort.

I think he just looks like Souther because Tetsuro Hara can only draw variations of Ken, Souther, Toki, Juza, Rei, Yuria and Raoh lol (and various butt-ugly bad guys)
Having said that, I don't think he looks like Souther that much, he's a bit more slim and scrawny compared to Souther. I didn't know what to think of him and his design at first, but I really like it now. He looks like he jumped straight out of a trashy Kung Fu flick, which fits very well with HNK/SNK and is an aesthetic which I adore about Hokuto no Ken and its villains in general.
