The true evil is the social inequality and preeminence of the rich that allows them to get away with this sort of thing.
Imagine a system with fairer taxation, which focused on providing basic necessities for cheap, and which didn't allow a small group of individuals to accrue such large amounts of money and power. Transfloration would still exist, and there would still be cases of unfairness, or where someone feels forced to consider it out of necessity. But compared to the existing system, it would be immensely less common, and the general quality of life for people would be better to boot.
