Ok, so yet another incompetent king that can't keep his palace in order. No matter how much the internal runnings of the palace is the empress duty, you can't just wipe your hands off it and say it isnt your role.

King had enough on his plate dealing with a war with a foreign country on one border, constant demonic beasts attacking from another part of the border, trade negotiations with foreign allies, and dealing with the politics of the nation between the different factions. That's exactly WHY there is a delegation of tasks for the internal palace because it's not supposed to be "his role" he's a king not a god. And while it sucks for the people who are basically "against" the Queen it's also a test of their mettle to ensure that the person sitting on the throne next is capable enough to handle the responsibilities to come along with it.
