It's Tsuchiya, they are just darkening her hair for dramatic effect. She looks like that because she still likes Shiranui, but realizes Shiranui has a crush on Kanbara

Having read the web novel, no, it's Tsuchiya. That girl is the childhood friend and she legitimately appeared at the end (2nd to last page) of this chapter, but she neither listens in to the conversation between Kanbara and Shiranui nor is she part of the conversation with Kazama (although they chose to introduce her early in this chapter). Tshuchiya does listen in/appear in both conversations and that's where she first learns Shiranui likes Kanbara (explaining why the character appears angry).

Is in love with Kanbara, but thinks that Kanbara is dating Tsuchiya since he had a crush on her in middle school and is waiting for them to break up to get him on the rebound

so it wouldn't make sense for her to act like that in this scene.
