Because the mangaka apparently get orders from above to push the idea that you're not supposed to like busty girls like Futaba--that's if the mangaka aren't pushing the idea themselves. As a result, you get attempts at appealing to "every" taste/fetish like you're seeing here--"every" in quotation marks because a reasonably attractive girl like Futaba is the only kind of girl that'll almost surely encounter this kind of competition by the author's pen; if the main girl was one that looked like the childhood friend--or worse, a loli--you can bet that competition wouldn't be this stiff, if it even existed at all.

Mangaka are abetted: from "DFC" and other such talk years ago to how pedophilialolicon is all but mainstream now, the publishers know where the money is. There's a reason you keep seeing this happen.
