I know of Lupin III, but I've never seen it. My take away from this is that Zenigata is the type of comic foil detective that always places obvious traps, or stakes out in obvious places such that Lupin always one-ups him. In this case Nekota placed an obvious bait trap and was plainly visible at the window.

It's more a joke on the situation of asking for someone with his face, since Lupin is a master of disguise and used Zenigata's face mask often.

Dont worry I read and watched Lupin III and still don't get the joke, that's why I assumed it's maybe something to do with Zenigatas way of speaking but idk my nihongo isn't that jouzu.
