Speaking as one who worked in corporate, if there's an employee manual with lots of rules, would you want to go over them all? Aside from the dress code, how to present yourself (hair style/color, revealing tattoos, or otherwise) and the times to take your break, most other things that would need to be known would also fall in line with common decency, like no sexual harassment in the workplace. Overall, you'd only need to worry about the rules that could directly affect you, and I highly doubt Hara and/or Fuyuki would consider finding romance in the workplace, so I wouldn't blame them for just recently finding out about that rule.love is forbidden
Okay, one, why is the couple just now finding out about this after working there for years? You would think that would be part of the rules they introduced during orientation.
Two, how do companies like this are going to enforce such a rule? You can't control how a person feels about another, and if you fired your best employees over it that just put your company in a bad light don't you think?
Also, it's usually relationships between the employee and upper management within the department that aren't allowed to be in a romantic relationship, that's usually how it is not just for corporate, but also various businesses like grocery and retail. Why that is, I think part of it has to do with the assumed possibility of a higher-up showing favor, bias, and/or privileges to the employee they're dating that wouldn't be fair for others in the workplace. The scandal that would follow from that if it reaches the news would really put the company in a poor light, and if this is a 'start-up' company, then it would make sense that they would try to keep drama within the workplace to a minimum, if not nonexistent as they try to get their name out there. That's just one guess for why this is a thing, though.
Honestly, as charming as Hara can be seen so far in some parts of this chapter alone, just looking at him on the surface, I'm surprised he has no fear of being charged for sexual harassment just for being near a female employee, much less a manager of the same sex. Makes me wonder how they even met.
