Ok first off who summoned omega shenron? Second off do the people in Japan just have no sense of crisis I mean after that one mass shooting with near 400 victims, and all the other incidents that have been happening you'd think they would treat dead bodies like more of an issue or start running as soon as they saw the guy transform. At this point they deserve death for sheer stupidity.

The crowds in this manga are mentally deranged to the point that they might lose their fingers and still go on abou their days. In realistic scenarios make an excuse for the author to murder hundreds of people for "shock value", but it balls flat. This isn't only for this chapter but up until this point.

It's just like Oku's style. One element of his writing is that even throughout all of the insane things happening to the world, the NPCs only respond minimally to major crises. Granted, he's writing an action manga, not an epic novel, so it is forgivable, but it leads to dissonant situations like this.

It's also probably a little bit that Oku maybe thinks very little of humans in general since outside of the main characters, most people in this story are portrayed as different flavors of stupid and evil.
