She basically said she doesn't care if Tsukimi attacks her classmates and causes them serious harm from her being exposed to blood in the middle of a classroom with no one to stop her.That argument does not really work, because:
1. There is a huge difference between uncotrollable violence against all around (which she fears Kawaru could end up doing), and being able to control the own fighting ability.
2. In the whole chapter she doesn't express any indifference towards hurting him. She hired Nego to restrain him, not to hurt him.
