Judging by the rough timing of his first serialization, probably the 2000's in general which kind of tracks considering that decade Japan had a lot of crime. But they do give a rough location which is within walking distance of a train station at or near Haneda Airport
EDIT: Doing a bit more research, it's almost certainly somewhere in Minato. There was a lot of gang activity in Shinjuku, Shibuya and Minato in that time frame apparently

Now it's pretty safe now but when I said 2000's I meant 2000-2010 era. Japan went through a very rough 15 years, the 90's is called The Lost Decade and an extended period of recession and poor economic prospects. Naturally this recession as well as some policies affected the yakuza which allowed a bunch of unrelated gangs to pop up. Jun was likely in the territory of a gang which is why it was particularly dangerous
