@Richman Personally I think it's hard to say who's currently stronger considering the circumstances of both matches.
In the first match Oorai's team were all complete beginners except for Miho, Rabbit team immediately abandoned the match, and the tanks were all painted in garish colours making camouflage impossible.
In the second match Oorai was doing well against them, at least until Chi -Ha-Tan did their usual reckless charge and almost all of them were taken out putting Oorai at a severe disadvantage against the combined might of St. Gloriana and Pravda. In the end it was Katyusha and Darjeeling's teamwork that allowed them to win by having Katyusha block what would have been a winning shot from Anglerfish team leaving them vulnerable to a counterattack from Darjeeling.
Regardless of whether they could beat Oorai as they are now under normal circumstances though, they are canonically considered one of the best Japanese highschool teams. On a hypothetical tier list, I'd place them lower than Kuromorimine, but higher than Pravda and Saunders. Most of that is just my personal opinion though.
