Yes, it’s all Wakana’s idea.
Wakana also suggest to tape her mouth, but Minori seems to miss drawing it.
I think the manga adaptation cut out a crucial part. Although, we typically got each girl’s past story episode in the end of the arc so Minori perhaps thought of just throwing it all together there.
Miyako used to be one of those quiet girl at school. So, while not up to all-out bullying, the popular girls in class often just do what they want such as borrowing to copy her homework, without her being able to say anything. It’s probably the source of her twisted personality of wanting to dominate over everyone, not wanting to let them have any fun.
But it also means she’s still traumatised, and Yura is the same type as them, so when Yura asks her, she panic from being scared of getting caught red handed, and because of Yura’s attitude.
It’s already after school.
In the episode where Yura pointed a gun at her, Ruruna is okay in the sun as long as she shade herself. That’s also why she never join the p.e. class despite being stronger than human.

Well, vampires dying to sunlight is actually a modern invention. In myth, it didnt do shit, they just were nocturnal monsters more or less.
In the og vampire stories (Varney the vampire, Camarilla, both of which were written before dracula), sunlight did all of jack and shit to the vampires
Dracula, is the first vampire story where sunlight did anything, and even then it just made his powers wane a little
Vampires dying to sunlight actually originated from Nosferatu, which was a whole sale copy of dracula. And since Bram Stoker's wife was furious about her dead husband's work being plagiarized and tried to destroy every copy of nosferatu, which only survived by sheer dumb luck, the only reason vampires in pop culture are weak to sunlight is because of the few copies of nosferatu that survived informing later adaptations of the dracula story which then bled into other vampire stories
