Villains do exist because heroes exist, though that's Doylist reasoning. Literally, heroes need someone at least slightly noteworthy to fight otherwise the story is boring.

More Watsonian reasoning would be because either heroes or villains exist, their existence makes someone capable/willing to be the opposite step up to fill the position, and it can go either way.
