There were actions in Japan to combat "piracy" of anime and manga. And apparently the restrictions and monitoring are much greater. Right here on Mangadex, manga with an active license cannot be posted in regions with legal copyright control such as the United States and Brazil.

It's just waiting for the official release, someone too brave to "release" a chapter or even the copyright to expire.
