Normal ppl want to have nothing to do with it, but sadly they have everything to do with consequences of it. Anything that could benefit enemies means you're shooting yourself in the foot/gimping yourself. Facilities must be destroyed, farms salted, and water poisoned. Good luck living there. ... Presuming enemies don't outright kill you first, or plunder/rape/torture or both.

Helmut is ... too smart. She has seen war, and seen how bad it could get. If she could lessen the bad results/outcome, she would do small evils to prevent worse stuff.

woah, helmut is rad. I'm guessing getting stationed in that Weissen town left an impact on her lol. Going full on scorched earth is good and all, but razing the town too also seems too much but I guess it has been done. refer to: Moscow Fire during Napoleon's march, and Bandung Lautan Api and the author wants to portray the brutality and horrors of war.

The author is also really good at the little things man, you can tell he has love for this period of time. Like how the villagers gets uppity at another lord's force/army ordering them around, the leftover feudal mindset is still present at the period the author is portraying

helmut innocence was a casualty of the war. i guess she both wants to share a bit of the burden with the major and also understand how bad it could get so has no problem getting her hands dirty

that said she does not look the most stable i can only imagine what she would do if the major gets hurt or killed

Scorched Earth (USSR WW2) and/or slash and burn tactics (American Civil War) are the harshest and arguably most ruthless acts that can be committed by a standing military. Those tactics are ruthless because they specifically target the civilian infrastructure and it was not done by a foreign power, but done so intentionally by the government force overseeing the territory. When that happens, it definitely makes one VERY suspicious of their own government because it is essentially a betrayal of the social contract between the political institution/government and the people being governed by it.

I am unsure how much of an effect Helmut's action will have here, but human rights and war crimes court isn't a thing (yet?) in this world IIRC. Then again, only the winning side gets to decide what constitutes a war crime and enforce the penalties and punishment.
Frankly, I would refrain from the words "smaller" or "lesser" evils in war, because escalation is always a possibility (even if it seems to be the dumbest). Given the unpredictable nature of human behavior and personal intention of those involved, it is very likely one can make a lifelong turmoil, irreparable harm, and/or regret from a single decision and/or action. I just hope Helmut's decision and action here doesn't cause trouble for her and her allies in the future.

It's all up to the author now how they want to spin it afterward.
Will they even win/survive the war ? And at what cost ? Will there be media coverage of the event ? Will those peeps make it out alive ? Also don't forget war propaganda is a big thing for both sides too. Maybe there won't even be evidence left to pinpoint specifically to Helmut.

She would remember, tho.
