That was underwhelming.
Artist also needed a few more panels (or not waste panels with filler) to convey what happened. What we got was Kyue splitting one frame (okay), dragon in one frame (well, that was a fast transformation, would have been cool to see more of that but I guess we'll get to see more of the dra-) then dragon is gone immediately and a big sphere in the air now. Then we waste a bunch of panels with characters looking at sphere, followed by Hiodoshi talking about the dragon "from earlier" (bro, it was just there (perhaps it's just a bad translation, because that line implies some amount of time has passed - maybe "that dragon just now..." would have been better)) and the squad immediately showing up.
Presumably the dragon picked up Sabatora and formed the sphere around him but there's no indication of that. There's also no indication Kyue is alive or 'became' the dragon. Maybe he's a pile of meat in the street. Maybe Sabatora bled out in the street and Hiodoshi just left hom there.
The pacing, allocation of frames and sense of amount of time passed is stuffed. All this buildup for such little payoff.
