Sen sure works hard and to my knowledge their housing system is if it is empty its okay to move in, there is no rent, but all tenants must make an effort to keep the place clean and seek to improve the house by way of upgrade or maintenance. Which is a way to save money even if you do not charge rent as others will put in money to the house as well as effort.
