They're unrelated. The Memorial Book just came out this week as a tribute to the team winning the Japan Series, the 80th anniversary special (while also about the Hanshin Tiger and also featuring pieces by artists like Rumiko Takahashi) are two different one-shot periodicals. I'm working on the Takahashi piece in this one and will have it posted shortly (it's different from the piece in the one you linked to, just for clarity's sake).
