Youhei confessed and was shot down and Hayami heard what happened through the grapevine and decided to see if they can rekindle the romance. My guess is Chisato thinks she'll be going off to uni soon and it would be a bother to date him or something along those lines. Also wouldn't surprise me if mangaka through in the senpa dude from uni who was clearly interested in her as a bait for Youhei or to make us readers suffer with that type of bs plot event.

also not alot of people here are experienced in reading manga to expect this. like I said before if Hamaji is serious in the relationship he would negotiate and win over Hayami's parents but thats probs not going to happen
