It's weird how hyped up this was, as a Project Itoh novel, an anime, and as a manga. Yet, once again, much like Genocidal Organ, it's just half cooked concepts. In this case "What if California became a totalitarian world government." It's no wonder Hideo Kojima like him so much, they write so similarly.
