Usually, it depends on the opposite of whichever I would prefer at the time. (If i want more, its half empty. If I don't, its half full.)

It depends on how the water level changed last. If it got to halfway by pouring water in then it's half full. If you were emptying water until it got to halfway then it's half empty.
