Time is weird in this manga because, like in this chapter, they do reference things that happened in previous years, but we've seen so many new year chapters that it's weird for Haruko and her friends to still be presented as young people.I like that time passes by so far in this series, but at the same time I hope that means each passing time counts, as in, making too many Christmas eves pass by won’t happen because these two are getting older in the story!
Though, I guess it would also be in line with the chill story vibe if those two somehow get together only when they’re much older. (Also in line with the population crisis in Japan)

I base it on Yuki. She was in college in her first (in person) appearance in chapter 275 and there have been 7 christmas/new year's periods since then. It's not an unrealistic length to be in academia, but chapters like 1614 don't make it seem like she or her friends are doing the kind of learning that takes that long.True, it’s hard to approximate the siblings and their friends’ age, but I think if we assume that at this point of the story the boys (Mamoru and co.) are in their mid-late 20ies and Haruko and her friends being in their early 20ies (one of them is in college) it’s still within a reasonable margin.
For instance if Haruko started the story age 18 or 19 and Mamoru started age 22-23, then Maruyama would have started his job around that time too since he would be a fresh grad. By now we’re a few years in and it makes sense that Maruyama would have a junior.
Now, if this happens 2-3 more times with things feeling like a loop, then it’s gonna start being a bit odd and I would totally agree with you that the time is weird. At least that’s my thought.

If Haruko was 18 in chapter 1 and time was normal, she is 26 years old in the current chapters.
