I think it's one of those things where it could be either and just depends on which part you want to emphasise.
You could see it as them apologising for changing the closing time, or they could be apologising for reducing their opening hours.
I think Haruko's phrasing in Japanese was「時短営業」so "opening hours" is probably the most accurate.
