(take what i say with a grain of salt but)
in japanese culture, delinquents are typically blonde and dark skinned, as i believe they see it as "wrong" and "unnatural" as typically asians are born with black hair and pale(ish) skin and idealize brighter white skin (in china sometimes they straight up rub black people because they think the brown/black skin color is because of dirt)

it's also why in shows like dbz in the cell arc when goku and gohan are both in perma super saiyan, chichi goes something like "oh no gohan became a delinquent too" or maybe i'm thinking of goten in the buu arc, one or the other

typically with blonde hair and the dark tan that most delinquents in manga has, it has to be incredibly deliberate, and it's a sign of disobedience to their parents, which also includes gyarus, though they mostly focus on looking more "western"
