Specifically Walter Sickert, who was born in Germany, was a well-known painter, and has been accused of the murders. This theory is not taken seriously, mostly due to the facts that he was not in the UK in 1888, and also that he lived until 1942 and serial killers can't really restrain themselves, certainly not over that long a period.
