In this adaption, yes. In the (R18 version) web novel, he's killed plenty of people at this point. But you could say he's soft in that he wants to keep his hands bloody, to keep his classmates' hands clean.
It's also the case that the Haruka there is way more powerful, to a common-sense-defying degree, and... he's pretty well insane, if not madness personified. This Haruka is pretty disappointing, knowing what he should be.
