Edit: so it took me a bit but I think I got it.

These two are the werewolves in the first panels but since they were transformed they don't recognize each in their human forms.

Then I think there's a second layer when the male werewolf uses the (in)famous "the Moon is beautiful tonight" phrase with the joke being the context of the situation in which it's being used.
