Honestly, sending these people into the wilderness seems a bit counterproductive. Surely, in a world where there is a distinct lack of people, you would want to keep as many sane people as you can? Obviously, murdering someone is a crime, but wouldn't prison be a better option rather than exile? Who knows, maybe they don't have enough resources for prisons?
