Nah, reni is right that her existence is to blame. The thing is that this is not enough for her to inherit any responsibility of what others do. Taking her life like son goku won't stop anything. And even if it did, having the power to stop things does not make it a moral requirement to take action [no matter which action it is] and do so (as they say, one of the greatest logical fallacies of our world, is "with great power comes great responsibility" - If it is used in a way meaning anything other than "don't become corrupt", that is) - unless it's something like making a minimal effort to save the life right before you (like pulling the lever next to you to divert the train, or calling the ambulance).
And most of all, blame is not a transitive property in
that way, you would need to knowingly incite the people for their actions to reflect onto you (ie. paying for an assassin or selling the drugs).
tl;dr blame the bad guys, the prophet, her existence itself (but not her identity, actions, or simply put "herself"), and the god responsible for it (assuming they were omniscient)
