I have to say, the headbutt scene was better done in the manga
And then it got reproduced in the latter half of the second episode of the anime, which even gave us backstory on why Sengoku can get Hori to do shit like this not too long after. Gets revealed next chapter, it looks like.

Unless you meant the anime- you weren't clear. I was thinking you might have been talking about the webcomic or something. There's like three or four versions of this story, and two are comic, and two are animated.

Why is she even on the council when she is a burden?
Bruh.

How can you be such an asshole to someone that was helping you out of their own goodwill and had no obligation to do so?

Also if they know this girl is a fucking idiot why believe her?
Probably because...

Guy is an asshole, only the useless and brainless would end up with him...

I may have done a 'this', but... To be fair, there's more to the student council trio than what we saw here. It's a recurring thing that we get a flawed first impression of characters, and then learn more about them later... She's not really so brainless, and he can be a very caring person... It's just Hori is a weird combination of childhood friend and former tormentor for him, so sometimes you get some nasty reactions from him towards her, as sort of payback for a childhood of bullying, regardless of whether Hori realizes how bad she was to him in the past.

Then we find out it's generational, and their parents kind of had a similar weird relationship, and the senior Sengoku still has flinching reactions and dread when interacting with Hori's mother and father, if I recall.

You reap what you sow I guess... now that it's explained, can't really blame that guy now... Hori doesn't realize that generational abuse for now, hope it will be resolved...
