Yeah, exactly. I like how this story presents them as teens who don't know how to deal with their problems. They've tried escaping, or slacking. Now they're finding the motivation to grow, because they need to in order to help each other. That's pretty sweet.That's, arguably, the point. He's also realizing pretty quickly that, despite their rules, he's quickly catching feelings for her and wants to do more for her than just be a shoulder to cry on.
And considering we've just passed the number of chapters you can count on one hand (unless you're Count Rugen, in which case, someone's looking for you), that's significant progress.

This, and specifically showing rather than telling for both the process and the results, which I'm sure makes it come across as a slow burn over trivial crap for many readers... but it's actually moving right along. The only thing I'm kinda "huh" over is just how many flags it's raised and how specifically it calls your attention to them.
