I'm not sure what any of that means. I know what all the words means, obviously. But I'm not sure what them having an IP would have to do with anything.

Not sure mangadex does it directly, but if asked likely it has safeguards to prevent uploader account theft for the site's safety, such as unique site stored passcodes and the like, the ip thing is the first check most sites check for when you login from another ip address, usually relying on at least a e-mail login passcode and in 2fa is activated, usually a cell phone number or rarely something set specifically on the site itself that only the owner would know, such as a childhood pet's name.
