Context. A fine was issued. Twice. For the same infringement.

The reason for it being issued twice? Simply because there are two people listed as the owner and not one.

They blatantly even said that two identical infringements would be issued a different amount of fines, based solely on the number of owners listed and nothing else.

IE if you park illegally and get a fine for $40, if the car is listed as owned by one owner, you pay $40. If the car is listed as owned by 3 owners, you have to pay $120.

Even without context, this is painfully true. The rule of law no longer exists.
Those in power and their corporate and foreign overlords do illegal things every day with no accountability. However, if you even try anything they don't like - even if completely legal, even if you're right - they will find a way to take you down.
