While i agree the emperor is absolute trash, I'm not so sure that Lilian is entirely at fault here. Yes, she is an immature brat who has no problem taking what she wants at this point, but she's ten. and, from what we've seen from both the flashbacks and the current story, she was spoiled and indulged in every way growing up, thus wouldn't it be the emperor's (and to a lesser degree the elder brother's) fault that she is the way she is? Plus, at this point she is just a spoiled kid who learns that she isn't the real child of the loving family she's always had, and the Emperor's blatant neglect just further fuels her insecurities. of course she's gonna try and cling to whatever affection she can get
