i cant dm someone on mangadex (message is greyed out and cant be clicked)

Do you mean in their profile in the mangadex side and not the forums? Like this profile as an example, the message button below the follow? If so at the moment the forums haven't being integrated with the site and is not possible, you need to do it from his profile in the forums

Also, there's an option to restrict who can DM you on the forums, so that's why you can't see the "start conversation" button on some people's profiles.

You can't DM someone under specific conditions: 1) your account is restricted, 2) account you are going to DM is restricted (doesn't not allow anyone's message).
I think it is quite clear just like other forum by XenForo, gblk.

Did you make a second account with a 1 at the end of the name? Maybe that got you flagged?
