I don't think he can see abilities. He made it clear in the first chapters. He sees people just dancing around and moving their hands.
EDIT: Oh, the translator meant when Ye was grabbing onto the thief. Yeah that was weird. My guess it was being shown from Thunder's and the thief's perspective. I can't imagine it was to not show Ye grabbing onto the girl since they showed the landlady in just a blanket and convenient light spots to cover the fun bits.
The "demon cat" was talking, but it's not clear if Ye heard it. My guess is he didn't and we saw that from Thunder's perspective. Either the cat was also affected by the mass delusion, or it's just a cat being a cat.
