So I'm guessing that everyone already knew she was fake, and this was actually all a ploy on their part to get Perry, whom they knew was now working as a spy (or simply saw her fake identity from her knight school days and put two and two together), to come to their house and solve this diplomatic issue. That would explain why they're seemingly trying to cosy up to her, while seemingly being suspicious of the fake. It would also explain why the father immediately went, kidnapped, and offered this job to Perry.

Still doesn't explain why they left her to rot in the magic tower, when they apparently knew she was there, but cared enough to try and bring her back into the family. Also the fact that their marrying the fake daughter out to another country, when they are apparently so desperate to keep her that they wanted to marry her back into the family, show that there's some plotting here, and that they know she's fake.

I'm guessing the opening chapter was them being devastated that their plans were ruined to early, and they were yet to win their sister back over to them, rather than shock at the sister being a fake.
