Some translation groups feel themselves above the fucking world and decide to edit these professionally made drawings with "censoring" while calling it a normal translation.
And with the "snipe, not snipe" thing that translations have about them, these self important groups can get away with whatever the fuck simply because there's no alternative translation to choose from.

It depends on the timing. China doesn't have a lot of content laws but they do have committees that can arbitrarily dish out fines for more or less any reason they want to. So sites will go through cycles of purges based on the current responses. For example, recently there were penalties levied based on cleavage, so you saw a lot of that getting blurred or hidden. Best case is when the artist gets to do it, but most of the time it's the publisher and it's done as fast as possible: so mosaics or "bright lights".
What I mean by it "depends on timing" though is these passes are often due to reports, so may or may not happen before whatever pirate site downloads them so they might get saved "in tact" and sometimes do not. Some think that this tactic of "release then censor" might be a ploy by the publishers to get more users to pay immediately (so they can get the original version) while also not running afoul of the government.
