I feel like this arc has been dragging, but it's nice to get back to dealing with people who were involved with the old Elena. I find the "I need to sort out this other person's life" stuff more compelling than the "also I have some unique magic power that activates exactly as the plot demands" stuff.

Disease more widespread than expected? Duke casting doubt on the medicine and outright prohibiting its use? Does he want the people to get sick? Ah-ha! He's the culprit.

I wouldn't say its "dragging"...yet.
It feels to me like Author is deliberately walking us through trying to lead up to a big reveal. I can't tell if Author thinks the readers are stupid or what but, because it was so obvious right from the start, instead of being dramatic its just making us impatient.
IMO i really think that, rather than forcefully keeping them ignorant, it would have been more interesting for the two MCs to be already clued in and looking for proof.
