It was explained at the end of the first chapter that men just generally don't have the capacity to use magic, though there hasn't been a reason as to why yet. So it's not that Uroro is required to be a male witch, or that Gokuraku is weird for being unable to use magic, Ichi is just the exception to the rule and so far the first male witch in the world (as far as we know)called it. it is a guy who wants to be a witch but just can't. i guess if you want to be a male witch, Uroro is a must? or does Ichi have a special constitution?![]()

Hopefully the series goes into more detail as to why men can't use magic for the most part, and what makes Ichi the exception, because something about the current explanation seems fishy to me. It seems like the stories headed that way too with Gokuraku's introduction.
