I understand there is a change in magazine, but was the anuncement after chapter 31?
There are covers for 3 more volumes after this chapter, so there should be at least 15 chapters more already printed in magazine/takubon.

Chapter 31 is in vol 07, but there are covers for volumes 08, 09 and 10.
Usually they don't generate a cover for a volume until there are enough chapters for that volume

If the cover for volumes 08~10 exists, there need to be about 5 chapter per volume for those, I think.

My question is: was that anuncement published after chapter 31?, or was it published in the last magazine?

No, this is an additional chapter for volume 7 and the manga does not have 10 (42 chapters) volumes but 16 (58 chapters). The information on MD is incorrect!
