i always wonder, so let take this chance to ask, what is the point of the collar, and sleeveless but still have the cuff in maid outfit ? it serve zero purpose ?

Would not be a 100% sure but i feel like japanese french maid outfits take some inspiration from more lolita looks and more so their victorian influences. Because looking at more vintage maid outfits from the early 20th century they don't really seem to feature cuffs nor collars.
I would feel like wrist cuffs and collars just allow their outfits to have more frills while still being at places where you might expect accessories to be like bracelets and necklaces. So their purpose is just to make the outfit to feel more whole, and with regards to maid dresses associates them more with nobility, in my opinion.
